live downtown to explain how they hope to curb frustrations.? melinda? there were some very big complaints from the community after last year's race. among them - major traffic backups as a result of the roadwork. in fact, the congestion go so bad, some business suffered and even opted to close.this year - organizers say they won't let that happen. which is why they are starting later than last year to install all the concrete blocks and fencing. 22-hundred blocks to be exact. and they're going to wait until the day before the races begin to et up the 15-thousand tires that will serve as crash barriers.they are also promising to keep crosswalks open - and bus stops accessible - during construction of the 2-mile track. race officials claim they're on track with last year when
